Fuller's Black IPA

Never seen this before so I assume it is a new one or a one off, but here is a recipe for a Fuller's Black IPA.

Nothing on gravity or times of hop additions, but interestingly they use some older hops in it. I wonder if that is to use up old stock or whether they are looking for the changed flavour profile that old hops bring. I suspect the former, but I can't see when the hops were added.

1g/L dry hops in total it looks like. Wimpy...

What do you think Dec & chill mean with respect to the hop additions?

Fuller's don't do decoctions do they?
