methods of dry hopping

I made a hop tea for the saison i brewed a while back. It was 20g of mosaic pellets. To be honest i can only just taste them in the beer. Im thinking of just throwing them in the secondary this time with the pale ale i made yesterday. Loose or bagged etc which is the better method?

If you throw them in obviously more of the flavour compounds Ard going to be extracted. I tend to put them in a weighted hop sock, as when I have added them lose they have taken ages to settle.
