When a recipe calls for 30 gram of dry hopping during fermentation. If I used hop tea would that still mean 30 gram or less? (Or indeed more?)

It's different - hop tea will add bitterness and a more rounded aroma whereas dry hopping is all fresh aroma. Quantities will be roughly the same. Why not dry hop?

I always use hop tea now instead of dry hopping. I steep between 30-50g pellets in 800ML boiled water @ 70C for 30 mins with a shot of vodka. I then add this to the corny whilst kegging. I get excellent flavour and aroma this way. If you keep the temp below 75C you won't add bitterness.

When making hop tea in the cafetiere, do you empty the juice out at the first stage of putting the yeast onto the F/V. or after two or three days when the ferment has died down, or could the hop tea be put in at the secondary stage of putting it under lock. or indeed could it be made and put into the brew at bottling/casking stage.

Either approach is valid, I've tried both and they both work well. I have not then drunk the beer with a view to compare methods.
